Cyber Security Summit 2025, organized by the e-Transformacija Association, was successfully held on November 19–20 at the Hills Congress Center in Sarajevo, gathering more than 400 participants from across the region and confirming its status as the largest and most influential regional event dedicated to digital security. Over two dynamic days, participants discussed the resilience of the digital economy, cyber-risk management, the role of artificial intelligence in modern attacks and defense, the future of EU regulation and its impact on Western Balkan countries, as well as the development of human capital in the field of cybersecurity.
The Summit featured a series of expert lectures, panels, and technical sessions focused on cyber risks, resilience strategies, the application of AI technologies, cloud security, modern SOC operations, data protection, the future of (I)IoT systems, and specialized topics such as advanced attacker deception methods, AI-vs-AI tactics, security product development, and practical guidance for small and medium-sized enterprises. More than 30 speakers participated in 16 lectures and 4 panel discussions. In parallel, the OSCE Annual Cybersecurity Forum was held, along with workshops within the Safe Zone program for NGOs and media, a roundtable on human capital development in cybersecurity, and programs dedicated to women in the cyber sector, including workshops for women entrepreneurs and the session “Women in Cybersecurity: Leadership and Resilience in Times of Crisis.”
Participants of the Summit also adopted a set of key conclusions and recommendations for the further development of cybersecurity in Bosnia and Herzegovina.
Conclusions of Cyber Security Summit 2025:
- Build stronger and higher-quality bridges between the cybersecurity community in Bosnia and Herzegovina and our top experts working around the world. The potential exists — it just needs to be connected.
- Continue activities aimed at raising awareness and knowledge of small and medium-sized enterprises, especially business leaders, in the field of cybersecurity through campaigns, structured education, and appropriate certification.
- Continue strengthening cooperation between the private sector, institutions of Bosnia and Herzegovina, civil society, and international organizations in the field of cybersecurity.
- Provide maximum support to existing and future activities of educational institutions in establishing specialized Cyber Security programs.
- Bosnia and Herzegovina already has outstanding experts, both domestically and in the diaspora. What is needed is their systematic networking and a defined, concrete action plan that moves from theory to implementation.
- Through the establishment of non-formal educational programs, enable specialization of existing IT professionals in cybersecurity.
- Continue strengthening the cybersecurity community gathered around the Cyber Security Summit.
- Continue developing, strengthening, and establishing international cooperation in cybersecurity.
- We reiterate last year’s appeal to the authorities in Bosnia and Herzegovina to:
- Develop and implement a national cybersecurity strategy as soon as possible.
- More actively begin drafting regulations governing the use of digital technologies and cybersecurity.
- Establish the missing CERTs and provide appropriate support for the further development of existing ones, ensure proper networking of CERTs within Bosnia and Herzegovina, and connect them with regional and global CERTs.
- Provide a special status for cybersecurity experts employed in public institutions in terms of salaries and benefits in order to retain existing and attract new essential professionals.
- A bottom-up approach has proven to be the most effective — and perhaps the only — path toward real progress in strengthening online security in Bosnia and Herzegovina. Solutions come from the community, and institutions should support them.
The conference brought together industry experts, representatives of institutions, companies, academia, students, and the international community, creating a platform for knowledge and experience exchange.
